In April 1987, the Frontenac County Board of Education (currently called the Limestone District School Board) directed its staff to develop a position regarding the governance and operations of the childcare centres which operated in Board of Education sites.

A child care committee was set up comprising of F.C.B.E. staff, community childcare personnel and interested community members.

At that time the F.C.B.E. operated 3 pre-school centres which were housed in Sydenham High School (now housed in Loughborough Public School), Q.E.C.V.I., and L.C.V.I. A directive from the Ministry of Education forced the F.C.B.E. to begin a process of transferring the governance of these centres to an independent community Board of Directors.

This process was begun in June 1988, and was completed in September 1988, when the Frontenac County Childcare Centre received its Letters Patent from the Ministry of Corporate and Consumer Affairs of Canada.

The Frontenac County Childcare Centre has since expanded its services to include an additional pre-school site at Lancaster Drive Public School as well as before and after school care in area elementary schools.

As of 2012 FCCC entered into a third party agreement with the LDSB to provide Full Day Kindergarten extended day services.
