Combine all dry ingredients, except for hazelnuts, together in a medium size bowl.
Whisk in milk and vegetable oil until all ingredients are combined and batter is smooth.
Pour batter into microwave-safe mugs, no more than ¾ full. Add 1 tablespoon of hazelnut chocolate spread into the middle of the batter. Top with hazelnuts.
Microwave mugs on high for 60-90 seconds, or until batter looks firm.
